The Congress

How Congress is filled, how many seats it has, and what it is responsible for deciding.

Congress is Liberland's main decision-making body. It decides about changes to existing laws, the enactment of new laws, state budgeting, and a broader range of public questions that need an official decision.

In the current system, individuals are selected from the Virtues ladder rather than through a separate campaign-only election process. Community members with the strongest record of granted Virtues rise to the top of that ladder, and the highest eligible holders are automatically assigned Congress seats when the term rolls over.

The current implementation provides 11 seats by default, plus 2 additional seats for every 1,000 community members who hold the citizen title or higher. The elections conclude on the last day of January, April, July, and October at 17:00 in the Europe/Prague time zone, and the active Congress is refreshed at that same moment.

The broader idea is that Congress should be filled by people who have already demonstrated competence and delivered practical value to the community, not only by people who are good at campaigning.
