The community ideal is based on willing participation. People are strongest together when they are present by conviction rather than compulsion, and when cooperation grows from shared purpose instead of fear, dependency, or pressure.
Consent here is broader than formal agreement. It also means creating norms of transparency, honesty, and mutual respect so that cooperation remains meaningful. People should understand what they are joining, what is expected of them, and how to leave or disagree without hostility.
This creates a civic culture that values persuasion over imposition and shared commitment over passive compliance. A consent-based society asks its members to be intentional participants, not merely residents of a system.
